All depends what your looking for....
If at least lvl 10 then head over to the port royal tailor, take the quest and get all the clothes I sold.
If your at least lvl 15 go to tortuga and say hello to calcutter, talk to his ' assistant ' take a quest get a nice hat and maybe more.
If your at least lvl 20 and a barbossa wannabe head on over to padres and talk to adoria about her family.
Port royal has the basic clothing for most low levels its cheap and not that valueable.
Cuba has some intresting buys like a nice pair of gray pants or a nice feather hat.
Tortuga is getting a little more valueable which has special coats not avaiable on port royal but they are expensive.
Padres has intresting vests,pants,and shirts. I would save up if you wanna go on a shopping spree there.
( note: most of the clothes are for MEN )
