I think he is talking about the master pistol,

which resembles a Ducks foot, which is an actual type of pistol that pirates used. I think it unlocks at lvl 20 or 23 pistol.

The Grand Pistol quest unlocks at pistol level 20. That's the highest pistol currently available.
