I hope we get our extra rep. If all that extra rep didn't count, then I would feel like I mastered weapons AFTER reaching notoriety 40 for nothing - in fact, mastering weapons after mastering the pirate would have worked AGAINST me. It would be far easier to level weapons from 20 to 25 than say, 25 to 30.
If all that rep gets flushed down the toilet when the cap is raised, that means most of us have wasted time and effort leveling after we reached 40 - and it also makes it that much harder to reach the new cap.

Unless the new cap is 41 or 42, I don't foresee the extra rep putting us at or near it.
