How about creating some nefarious pirate character, like Nefarious the Pirate (he's quite the character!). His crew could be enemies to all n the Caribbean, including, dare I say it, someone like OFx Zeppers! Sorry, just had to name a pirate. He'd be the Inestimable League's enemy too.

I think they should add a Seabeard Boss on Isla Tormenta and have it named as Davy Jones's first mate. Savvy?
