As soon as you go under the archway, turn a hard left, there is a little wooden door. Inside that guard building should be the scallywag yer lookin fer.

No. When you enter the village part of tortuga with faithful bride, you need to turn left and enter a arched shaped door, there should be a door, a desk, and for some reason, sometimes a weird floating fire.
