Hitting any of the other soldiers on the path breaks the group and they come through the fence. Stick to the group of seven on the parade ground and 99% of the time, they stay on the other side of the fence.

Go to the catacombs and walk 3/4 of the way down the stairs. While standing on the stairs turn left and throw at the raiders and soldiers on the ground. The raiders get glitched and don't attack and the soldiers get stuck so they can't reach you. Yields fair reps and is safe. If you get in trouble just run back up the stairs and out of the catacombs.
