I would say grenades, but for many different reasons.
Personally I do not like them so I like to get them over with as easily, and with as little effort as possible. They can be harder and more tedious to level later on. Enjoying the other weapons as much as I do, I dont mind working on them later, they come naturally with playing the game, much more so than grenades. I quite often will master sailing first (as far as naturally progressing skills, I always master grenades first as soon as I get them).
