What does the Voodoo Staff do?

I see people with the staff all the time. Saw one guy in Kingshead who was doing serious damage to the navy there. And I have seen staff use at the fort in Port Royal too. It obviously is possible to get it. I am working my way up to it now. My doll is level 22 right now. I am not sure how you get the quest for it tho. Maybe when you reach level 30 you get the quest. I am looking forward to it. It is a serious weapon of mass destruction!

This is correct. You get a note in your journal to visit Tia Dalma when you hit level 30. That is the Voodoo Staff quest.
