Great words of advice Basil.
I considered how one would approach hitting level 50 from the ground up on a pirate considering that you could NOT gain notoriety on a weapon once mastered. At first I thought, you'd need to grind/master your weapons first getting the most out of the notoriety rep they reward, however I realized that gaining notoriety reps does not effect the weapon reps, so foregoing questing/notoriety in that fashion was not necessary as they all continue to move you forward irregardless (until a weapon is mastered), and either way is going to be just as effiicient, so play the game your way and have fun!
The only thing I could see effectively changing was the use of "double rep" events. Double rep events may be more useful in questing/notoriety points than the more typically observed weapons leveling.
I agree regarding the reps on mastered weapons situation, in that it definately does not seem like it was planned without a mention in the release notes, it very well may be a bug. If it is not, as for why the did not implement it earlier?, it wasnt necessary, this may be their motivation in opening up such a feature. I do not think they want the PR nightmare of implementing an unattainable goal. Perhaps it is intended only on the interim until they get the next story quest out.
