But the quest description itself is very confusing.
Task: capture captain Montrose from an EITC Frigate. Description: capture captain Montrose (again) aboard his Navy ship. Since when is en EITC Frigate a Navy ship? Or is there something i'm missing?

I completed the whole black pearl chapter without having to board any ships to capture quest people.

I picked up Montrose off a Navy Centurion. I had to sink about 3 to get him, but there was no EITC inolved.
