Looks like it's supposed to be a special member of the EITC, there are definitely none in the actual game with curly powdered wigs on... then again I can't imagine anyone with a curly powdered wig on looking very menacing.
 Yeah, I would think that might be Beckett though, although a very crude rendering of him.

Moving-stills like those always gives me the creeps.
