It appears to me that all the ships are back,
including Flagships, or at least there seems to be an abundance in all the expected areas. Actually I have noticed an increase in the large higher level Man of Wars and Colossus, grouping around a couple of the islands. Up to ow I have not seen such congregations of "large" ships! In some cases, too many...and I my level 22 War Galleon (I am level 29) has been sunk a couple of times trying to get through to an island! But, I prefer the challenge ...over a dead sea, any day! |

I was sailing from PR to Rumrunner and found a couple Level 9 & 10 Flagships on my journey. They were Navy though, had a difficult time trying to find ETIC ships for the Gunner Rum Quest.
