Speaking as someone who is in and out at them moment myself, I would still say there are things going on. As Whale said, the invasions have gotten people talking to each other, increasing the social aspect. Since you are standing around for a half hour waiting for the thing to start, people will chat to pass the time. Same is true for after, hop on where an invasion just left and you're sure to see knots of pirates just talking and meeting new people.

While the story seems to be coming on D time, recent events do seem to be leading somewhere. It's a good time to be a pirate I think. Whether its worth Unlimited to you is a wholly personal choice. If you even want to return or not is a personal choice.

That said, there are some things that are going on that you simply have to be down on the ground in game to understand. Being told is one thing. Being in game and seeing how things string together is quite another. If you really are interested still, come have a look. Pirates just might surprise you. If not, well, that's ok too.
