The test servers are open to the people that played during the beta 2 testing. It's still free for the people that played beta but didn't sign up for open. I've been back on test for a few days, and it's a real ghost town.
The plan is to release things on the test server first, then put it on open. I'm not sure how much that's been happening though. They have done that for a few things. |
