This is probably going to take a while to fix. I've turned on the halloween skin for everyone to use in the mean time. It doesn't have the DOW menu at the top.

Problem fixed. Dow menu is back to normal. Halloween skin is off.

Don't forget to try out the new xmas skin while you are changing skins!
