You could visit a Privateer faction and then claim "On Duty" where you will be flagged so you could try and defeat other people on land.

And what Jeanne said, this is a glitch.

I am sure they are considering pvp islands or servers where this kind of play can occur. It would be a great experience for people that like that kind of thing.
