No, they don't walk around freely. They only exist in Invasions. The last one I went in, there were about 5 or six that appeared, 4 in Round 2, the remaining ones in Round 6. Jolly came by, we defeated him, and it was all over for the Undead. They must not appear often.

Seriously, though, I haven't ever seen them follow a pirate that was fighting them. That's why I prefer a doll when fighting them.
