The quest it still in test server. But if you're looking for it in test, I have no idea where it is then :P.

EDIT: People are saying that it's not even in test D:. Hmm I'm not going to do them anyway... Well not on Mark anyway >: D

The Captain Rott / El Patron's Lost Weapons quest became available at 11am PST. For pirates level 15 and up.
