I believe what Rosa is saying when she states "she works for the overseers of the Caribbean" is that the Marceline Guild as a whole work for the Overseers to help protect the Caribbean and us pirates from the likes of Jolly Roger and his minions.

Right or wrong, that be my 2 pieces of eight worth.
