Really, it's unknown whether this is a bug or an update. There are some updates Disney doesn't mention in their Release Notes. Most likely, however, it's a bug.

However, I have some thoughts on how this could be intentional. After all, who else would be delivering the note to the two Navy Guards on the dock?
