My understanding is they will be a permanent part of our Caribbean world(I hope so). They will continue to evolve and change. The new quests/storyline could easilly lend itself to an EITC invasion of Raven's Cove that we have to defend. (Assuming Raven's Cove is a new island). The Navy could do raids as well in different places.
