i found it yest, it's in thieves den...u hv to go deeper in the cave, u ll c two forts, there is a door when u pass them, u ll find the desk inside along with a couple of thugs...good luck

Weird. I went into that fort defeat the thugs, searched in the desk it came up as "Did not find any quest item"
