Direct quote from the PNC General Rules and Qualifications:

... We promote members to Officers and Officers to Co-Guildmasters once we see that you have a good record of participation in PNC by helping others, abiding by the Guild rules and being an active player. As a Guild, we are very careful about who we promote, since we've had rouge Officers in the past....

The same applies for promotions from Recruit to Member, as well
