The Tortuga totem quest is pretty much the last quest assigned to a free member that you get around 10 notoriety. But the reward is of no meaning if you don't have unlimited access. It's also the only non-townsfolk assigned task that you can complete.
When you finish the totem task, ask around with townsfolk, most of them have quests for basic access.
