Finding the 9 Rogues isn't a specific quest. You find them randomly as you go along. You get them just like gold when you defeat enemies or ships.

You can find poker games in the taverns of any major island. Port Royal and Tortuga have the smallest pots, Cuba is medium, and Padres has the highest limit pot.
As for the Nine Rogues, as you kill enemies, you will randomly find one of the nine rogues. But dont get out of your way to find them. It's just something to collect. Once you've collected them all, nothing really happens.

There usually is one bar with blackjack and one bar w/ poker.

yea poker games can be found on all 4 of the major islands and as for the nine rouges like any other treasure once u unlock it now u just have to collect it
