Actually, not true. Just because you didn't start with the site, doesn't make you ineligible to be a Mod, although time on the site is considered. Eh.. I'll go ahead and let a quote from Maximvs on the matter take care of it

There are other areas as well. You are vetted by existing staff for posting style, accountability, information, contribution and control. You also have to have been a member long enough that these decisions can be made in good judgement, then if all is well over time you may be approached by the higher staff.
