I like your ideas with Notoriety skills. Sure, no groggy effect is nice, but that's all that level 50's are getting. Every few levels, IMO, we should be able to unlock a new passive skill (Ex: increase accuracy at level 20, dual wielding at level 35, etc...). And to fit into Disney's weapon skill points, we can get a point every level (total of 50 for all of you math wizzes

) and add up to 5 to each passive skill. This would give us more diversity, as we could develop certain resistances that others wouldn't have, as well as advantages (the dual wielding idea.)
Those are just my 2 cents.
