first of all welcome to the forum haha and second not sure the quests that ur looking for (well i think ur looking for ) r not story quests they r like upgrades or quests from the gypsys or the blacksmiths stuff like that

The guy standing under the bridge in Padres is a member of the Casa de Muertos guild. You can get that quest from Captain Ezekial Rott by the Dock. Good gold and rep for that quest. The dig spots in Tormenta are for the Pearl quest, I can't remember if the clothing or tattoo quests have to do with that. Johnny McVane has kill stuff quests, Black Mac has cheat card quests, the tailors on the three main islands have quests, as well as jewelers and tattoo artists if you haven't done those already. R. Smith Pewterer also has quests on Port Royal. At the moment, that is about it.
