When I did this quest, I'm pretty sure that there was an arrow pointing to the forest you had to get the skeletons in. So i went in that forest, and there was an occasional 7+ level witchdoctor, I just kept waiting for them to respawn and finished the quest that way.
good luck!! haha

Yeah, that witchdoctor is right behind the tombstones near the small house in that forest. Gl.

Ahhh yes I had a lot of difficulty with this quest, theres slim pickins of lvl 7 plus in Tortuga Forest, but they are there. I had to wait like 10 mins for them to appear.

You have to do this quest on Port Royal. Skeletons killed on other islands don't count.

Two easy places to find LV7+ Undead Pirates and Witchdoctors on PR:
  1. In Wicked Thicket, by the log bridge. An Undead Pirate is fighting a Navy soldier, while an Undead Witchdoctor stalks nearby.
  2. In Governor's Garden, in the cemetary. Lurking back amongst the crypts is a Witchdoctor/Pirate (it spawns as either).
'Course, if yer really feeling feisty, just head to Murky Hollow and attack the Brigands there.

I'm having trouble on this quest too. Can someone please tell me where Whicket Thicket is? I cant find it. I have to get 6 L7 + skeletons, so far i've gotten 3 from the cemetary, but now theres only L6 ones.

The entrance to Wicked Thicket is at the far end of Port Royal, down past the shipwright.

If you're facing the shipwright, head down the beach to your left and go past the row of shops.
