Tuefenhandel is a pirate wannabe
Maybe the developers are trying to add a taste of reality into the upcoming events? Veracruz, Portabello, and Maracaibo were thriving and well fortified city ports during the Golden Age of the Spanish Main. Any pirate looking to make his fortune and reputation would have hunted just like Francis Drake and Henry Morgan - for the heavily laden troves awaiting transport. Mayan, Incan, and Aztec gold weighed down galleons from these places - and tempted many pirates to their demise. What if the new 'islands' were just ports in the form of treasure maps? The possibilities are endless...........

Quetzecotl is (if I remember correctly) the center of the Aztec culture, and Montezuma was their great King.

Quetzacoatl was the Feathered Serpent: The Aztec's main god.
