Now that I think of it, this quest just looks like a longer (and more challenging/fun) weapon quest. If there are cursed blades being added, I wonder if we have to do this quest to unlock the ability to use them. That would be interesting.. hopefully our questions are answered soon

You have to do the quest before you can access the Ravens Cove mine(s), which, told in the quest text and dialog, is/are the only place(s) to find the cursed weapons.

Remember, El Patrons sword says Legendary sword, not cursed blade. So yes, you do have to do the quest before you'll EVER have a chance at these blades. The weapons are probably only found by fighting ghosts in the mines.

One thing's for sure, POTCO is about to get a lot more interesting these coming months.
