The panels are really hard to break though, so you have to sit there and try to break it while you have a weaker panel.

Yep - you would be unable to land a powerful Explosive due to the Hull Panels being about the same as the actual Fleet Ship Of The Line's Hull Panels...
Sadly, the health goes down way faster than the Hull Panels....
