The health going down way faster than the Hull Panels is reflective of ridiculously strong Hull Panels, not extra damage to the health. Speaking from recent experience, I can say that the amount of firepower that could easily sink a War Frigate barely scratches a Ship of the Line. The reason is that since the Hull Panels are so strong, none of the enemy shots do much damage. For instance, the one I was on was hit with probably two dozen explosives from Behemoths. Maybe wiped out 2000-3000 out of 20,000 health.

It should be very strong at 200,000Gold, but I'm betting they will lower that price, and even the health a power of the ship before its true release. They'll also have to remove the railing on the ship the way Disney finally moved the sails blocking the cannons up front on the war frigate.
