Luther sometimes take awhile. Some people get him on the first try while others wait days to find him. Just go out plunderin and you'll eventually get him

Sometimes youll find him on the first try, sometimes its your fifth. Just enjoy the salt air and the treasure your plundering

I found him very much by accident when I was out ship-hunting. I sunk about 3 light frigates, and it said I'd found him. I marooned him on Devil's Anvil.
