why doesn't the navy help with invasions

Tortuga is a pirate island unlike Port Royal. Not controlled by anyone. Wouldn't it make sense if the Company or Navy wanted to drive the pirates out of their main stronghold?

The Company isn't the type to just go and destroy something with 10 billion troops armed with swords. They quietly work away at things until they crumble from inside. Thats why the EITC won't do an all out invasion.

Also, the Navy are lazy. Its shown countless times in the game. Not only are they there to protect rather than attack, they are just too lazy to do anything. I'm sorry mate, but I really don't think there should be EITC or Navy invasions.
