While that does make sense, Tyler, I remember something from the Greer quest that Blakely said.

"While, officially, the Navy ignores the skeleton problem, unofficially, I have been ordered to get rid of it." Something along those lines, at least. It was when the player has to go and defeat General Blood-somethingorother.

Point is, the official stance on the skeletons is that they don't exist. Period. So when there's a Port Royal invasion, they officially go, "All is well, the sky is just acting up again!" While unofficially, they go "Shoot. Can't do nothin' bout it though."

And besides, if they fought, where would that leave us? Arrested for being pirates out in the open.
