It all has to do with luck. the more enemy's you kill, the higher chance of getting one. so maybe running around and killing random people would help more then staying in one spot.

Loot doesn't rotate. I'm just saying it all has to do with luck, so the more enemy's you kill the higher chance of getting it. for example. if you are looking for some rum, you would have a higher chance of finding it if you searched every building, savvy?
