To add on to Sharktooth, the EITC are... special. Historically, they were a massive trading company that traded goods all across the Atlantic, from rum to molasses to sugar to not so nice things that I probably shouldn't talk about. If you know about the Boston Tea Party (most Americans here probably do), the ship that had its tea dumped was East India Company. They almost became a monopoly during that time period.
Sorry, I'm really getting off track. Anywho, they really should be a bunch of merchants, running around and selling exotic goods... here's what I have deduced. Pirates do what? They raid ships. Historically, pirates wouldn't have gone NEAR a Navy ship. If they sea one, they run away. Those Naval ships are too tough to battle. Instead, they raided those merchant ships. Those had the real profit, and they weren't hard to take down. Now, I'm sure that a lot of these merchant ships belonged to the East India Company. After they noticed that they were losing a lot of ships to pirates, Beckett (or whoever was in charge at the time of this decision...) decided that they couldn't let this happen anymore, so they decided to go on a mission to end Piracy. So they are really only after us to keep their business alive and well.
There you have it! Navy is protecting the Caribbean by hanging pirates, EITC is protecting their business by killing pirates, and then, well, Jolly Roger wants to take over the Caribbean because his bony brain told him to.
