Difficulty getting Cuba port quest

UPDATE:

I logged onto the test server late last night and -- lo and behold! -- found a journal entry to Visit Romany Bev to begin the Padres Teleport Quest.
I stayed up late to finish it. I wasn't taking any chances that it might mysteriously disappear.

My suggestion to those who are still missing quests (whether PR, Cuba, Grenades, or whatever):

In addition to sending in a bug report, send an email to [email protected]
Both times that I supplemented a bug report with a separate email to Member Services, my missing quest (whether Cuba or Padres) appeared within a day or two. Maybe this was just coincidence, but it can't hurt to try, can it?
