That line was simply a way to attract more pirates - the thought of "only the elite can join our ranks" is more than likely going to reel in a few of the more gullible pirates. So, no, I'm positive they won't turn you away, regardless of level or access. The only reason you might be turned away is if you get there too late, and all the crews are filled.
