There REALLY should be a report button for impersonating a GM... unless there already is, I'm not sure. Its been a while since I've reported someone. I've seen a few people pretend that they are GM's or the kid of a GM and usually you see them bossing people around. I usually just ignore them because:

1) if they are a GM, they would already be able to really do anything in game. They could probably punch in a code and get a Lost Sword or something, so they don't need to have us do their bidding. Plus, they really don't have time to play the game for leisure.

2) even if they are the kid of a GM, the GM can't just ban them like that. They have to actually go through the whole process.

I also think that there should be a little box where you can type a brief description of what happened for certain types of reporting. If its cursing, you probably don't need to type something, but Rude or Mean Behavior is quite vague. It would be nice if you could type something like "This person excessively called me a noob and refused to stop after I told him over and over again." Although there comes the problem of less mature people typing that... "THIS STUPID PERSON WAS IN MY HOUSE AND REFUSED TO LEAVE AND SAID I DIDN'T OWN THE PLACE AND HE SHOULD BE BANNED FOREVER AND I WILL LEAVE THE GAME IF I SEE HIM AGAIN<insert excessive exclamation marks>"

Yeah, I doubt the POTCO staff would want to read that. There would be ups and downs, but over all it would help a bit...

Wow, you explained online families in one sentence.

I know what you mean. Sometimes someone manages to bully/harass someone else without actually using any bad language. Other online games I've been on have a box that you can write more on, though having one may lead to constant spam for the developers. I'd probably end up writing a long document about the player's rude behavior! I think it would benefit the game to have it, but maybe with a warning saying 'Use this box only if required - spam will lead to a violation/ban/permanent ban. Or, as an alternative, maybe it should only be for Open Chat users? Probably quite unfair.
