Yes this is for ship PVP which is suppose to be coming soon not sure when though.

I saw this too and thought I was going crazy. I was shooting a friend's ship for fun and it looked like it was doing some real damage. My friend said his ship was actually being damaged (though maybe he was kidding.) I'd hate to be sunk by friendly fire!
