I think that forts should always be like this. Or at least some new ones. I would like to build a crew and have them invade a fort, crawling with hundreds of weak Navy and EITC soldiers. Then, as you enter, they attack you and your crew in multiple waves. But, remember, enough ants can eat you alive....

When a low level pirate attacks a high level enemy, there's a big chance to miss, and any damage=1.
But when a low level enemy attacks a high level character, its still an almost guarenteed hit chance, as if the enemy was the same level as you, and they do a lot more damage (20-50) So if you had a mob of angry navy guys after you, the damage stacks quickly. My lv 50 pirate got killed by a mob of lv 18 navy guys in less than 1 minute.
