Hmm... Thats actually a good point. Hopefully, this will be a sailing challange, which will give lv 50 people with max fury something to "fight"

Oh, and now that I think of it... think of all the quests that this could be used for...
I think this is the most likely. At the start, it shows the pirate sinking NPC ships, then gaining .... skulls on their flag, then getting chased. It might work the same way, as you mentioned.
I wonder if the Hunters drop nice loot..... lol After all, they are bountyhunters = lots of items
