Islands are pretty much just a bunch of shapes thrown together and smoothed out. They throw some enemies and, BAM, it's good.

The Kraken would consist of more complex shapes, judging by how I've seen it in the POTCO movies. Not to mention creating a new AI for this beast. Then, depending if they would put it in the open ocean and just have it attack randomly, (this would take probably more in depth AI) or if it was a boss battle,(maybe a new location) it would take significantly longer then an island.

It might be really laggy too :/ Plus it might pop up even when you don't want it to and kill you right before you get to tormenta

I'd rather have that ability to customize my ship they said they were working on back on 2007
