The Test Release Notes are usually posted in both the News section and The Helm. I have renamed the Helm's post linked above to "- Discussion" though as it usually is posted as. The discussion post in The Helm is more for real discussion of the release on Test on specifics people are testing and observations. The News post is for more general discussion, especially for those not on Test.
