You get the PDF teleport task at Notoriety Level 23 - it should appear and tell you to visit Romany Bev on PDF.

I went and looked, and I do have the PDF TP. I was thinking of the Kingshead TP. Does it appear at certain level as well?

Last I remember, there was no Kingshead TP Quest - I haven't been able to play lately, so not sure if it's been added yet. Pretty sure I read somewhere here that people are still waiting on that. I'm sure someone will correct me if I'm wrong.
