I wonder this - Why cant you go to the very top part of the fort - the part that looks like a castle? You can go around it. Shouldnt you be able to access it with a boss like Cuttler Beckett or the King or something?

Once they get all the glitches out (2197) then they'll open up a lot of places for a high-level quest or two.
