Doubt they'll do that. Neither Captain's Permissions, nor the Advanced Options made by the Crew Chief ever inform you when someone was declined. They simply board your ship or join your crew. And if you think about it, the way you phrased, "Pirate B attempted to visit you but has been sent to Ravens cove instead", sounds mean. Very un-Disney-like to do.
Whomever wishes to teleport to you, simply can't. The Go To button would be disabled.
