Health/Voodoo increase at level up??

Who knows what glitches and bugs Disney has in store? It's hard to believe that a lvl 36 can be able to beat a lvl 40 in PvP now. And by the time I master cannons, I'll have 3000-4000 hp probably, but that's no match for my guildies who have yet to make lvl 40.
Out of all the lvl 40s that I'll have in the guild in the future, there's only one that I would be able to beat in PvP no problem. The rest would possibly have 4000-5000 hp.
